Area: High Tower of Sorcery
At HTOS, hunt "master spell". Kill him and get the "silvery key" from his corpse. After that, go 1 west. You should reach the spellbinder's cache. THere are 2 cabinets here. The silvery key can unlock both cabinets. However, your red and white staff is inside 2.cabinet. Just unlock 2.cabinet, open 2.cabinet, and get all 2.cabinet.
